I have no idea why you got that... You should be able to repair. Repairing can usually be done before you can even make the item, lol. Maybe relog and try again, sounds like a glitch

I MADE both of these myself, how the hell can you not be skilled enough to repair something you made?
It won't even let me attempt to repair them just gives me that message. So I'm way below the required lvl at lvl 21 armorer. Sollerets are like a lvl 15 synthesis.
What do they base repair off of?

It gets even more ridiculous:
I can repair the Hauby but not the Sollerets or the Celata? It won't even let me attempt the repair of those two.
I just don't get criteria of this repair system.
EDIT: I repaired a pair of sollerets in someone's bazaar, but I can't repair my +1 sollerets, so it's really getting confusing. I guess +1 items are harder to repair, which is still nonsense because I made them.
A friend of mine said optimal rank may be taken into account, which would explain the Celata which is optimal 38, but Hauby and Sollerets are the same optimal level so that makes no sense still for the sollerets.

I am baffled, lol. My friend is an ARM as well and can repair his... What rank ARM are ya? (Altho it shouldn't matter as you can create). I'm able to repair everything I create, even HQ, I really don't understand ._.

I ran into a similar problem like this with Blacksmithing at the start of the game... I madea Bronze Dagger+1 and couldnt repair it. till i hit like 5 or 6 skill i just kept increasing my skill and it eventually allowed me

Come back Reya!!! We miss you. I am 20 Arm and I can repair those items, that is weird.
It's based on rank. The problem is that HQs kind of scale a few rank levels up so you need to be higher. This combined with the fact that most recipes out there are wrong (random crafter gets lucky spamming rapid synth on high level item and then goes around posting the recipe level way below what it actually is) leads to confusion. General rule is if you can create it, you can repair it, although if you're just at the cusp of being able to craft it, an HQ may push you out of range.
Not the case for the sollerets because your ARM is way high for that recipe. What rank is your leather? If you need higher primary rank to repair HQ items, then you may need a higher sub-craft as well.

I'm 25 armorer now and I still can't even attempt to repair the Celata or the Sabatons, and I made both. I still get the "you decide to wait" message. But those both have levels in the upper 30s. So the optimal level you can equip it must have something to do with it. I couldn't repair the sollerets +1 until lvl 23, and my leather is 20.
I can repair a leather Jacket which is lvl 25 to wear, but I can't repair leather satchel which is lvl 37 optimal level, which is why I say optimal level to wear it must have something to do with it.
I had a friend who is a BS who couldn't repair an Iron Labrys or Iron Raising Hammer, but could repair a Iron Doming Hammer and a Iron War Axe.
So I think even if you can make, if the optimal level to equip it is far above you, you can't repair it. Because I haven't been able to repair anything that has a optimal level in the 30s, but pretty much anything in the 20s I can repair.
Do you mean Leather Satchel Belt (optimal 21)? Or Tarred Leather Satchel Belt (optimal 31)?
Either way, it's all fairly stupid. So if you hit 50 and equip a level 50 weapon, your repair options are: level the appropriate craft to 40-45+, pay an exorbitant amount to have an NPC repair it to 75%, or pop it in your bazaar and hope that a crafter will wander upon it and be willing to part with their mats/time for a few gils. A fundamentally stupid system.
That does raise an issue which annoys me though: Most crafters will NOT repair your stuff for free or for a few hundred gil. This belief is patently false.
1. The SP gained from repair is not worth the time.
2. Repair mats are either purely used for repairs (so one would rarely have the need to create them/ carry them around) or used in other synths (in which case, why throw them away especially if the synths are worthwhile).
3. A lot of people put shit for repair in their bazaar offering a reward which is LESS than what the actual mat is worth. No.
